Details of the provisional agreement on the future End-of-Life Vehicles Regulation (ELVR) have been published (consolidated text). ICIS notes mandatory recycled-plastic content targets and that the agreement still requires formal approval steps.
In the consolidated text, Article 6 sets minimum recycled-plastic content (by weight, from post-consumer plastic waste) for newly type-approved vehicle types: 15% from 72 months after entry into force, then 25% from 120 months. It also states that at least 20% of the target must be achieved using plastics recycled from end-of-life vehicles or parts removed during the use phase.
The text also addresses methodology and verification: allowance for non-mechanical recycling routes via mass balance accounting, delayed application of audit/requirements for third-country recycled material and delegated/implementing acts to define calculation/verification and potential temporary derogations if supply is insufficient or prices are excessive.
